Better headline: "Cop murders Madison man"
Or if you want to play it safe: "Cop shoots Madison man dead"
That way it doesn't assume the level of crime,but also doesn't imply that him dying was a separate and possibly coincidental event rather than the direct result of the cop shooting him.

"Wont to do" is a very old way of saying "known for doing".
It's absolutely true that US cops are known for killing unarmed civilians who pose no threat to them or anyone else.
