It's just twitter 2 launched under the same guy that created Twitter 1, Jack Dorsey. It's definitely not Twitter 1 but we could have Mastodon.

Was twitter 1 guy bad? Is he a Nazi like musk?

I have no knowledge of him being bad. Some people probably think he didn't moderate twitter well enough before selling it to Elon, but as far as I know he's just another tech billionaire that does too little with too much.
