Super unlikely that he's aware of his actions and is actively trying to be a traitor, he literally seems and is reported to be too dumb and oblivious to do that, especially surreptitiously.
In practice, however, he is 100% objectively weakening the US to the benefit of China and Russia.
He was put in power with the help of Russia and China (and other oligarchic interests, especially US oligarchic interests). But they don't really have to actively work with him from that point on to make him weaken the US.
Just the fact that he is president and his interests are purely greed, combined with whatever petty grievances his pathological narcissist minds holds at any particular time, does all the work for them. His very existence as president weakens the US more than any active agent could ever have done.
