Expected by whom? Only a complete fool would imagine, let alone expect, that they would not pass on the costs to the consumer when there is absolutely nothing stopping them from doing it.

More like: anyone can sidestep pollution laws, if they can help keep us at the EPA from doing our job to the extent that is legally possible.
