While of course the bikes or motos or whatever should be better regulated, "gigantic personal vehicle kills cyclist" does not seem like it's rare or specific to electric bikes.

What sort of carbrain bullshit is this "illegal e-moto" framing?
It's not very likely to end up dead in a pool of blood when you crash with your bike, even if heavy at these speeds. This usually needs the kinetic energy of a motor vehicle.
Yeah. Not a fan of these bikes for multiple reasons but more likely than not the murder/manslaughter weapon was an SUV.

All this talk, but the most dangerous vehicle in the story was still the Chevy Tahoe, which has no business in a city.
