Kama is a river. Nizhniy is lower. The town is called Nizhnekamsk, so like Lowerkamsk.
Neft' is oil (the fossil one), Khim is "Chem"
So, Lowerkamskoilchem when anglicized.
But yeah, it does feel like Obersturmbanfuhrer
