Even if they actually pull it off, shouldn't we want to optimize regardless of any shortages?

For the end users, yeah, it would be a fairly high priority. But Microsoft doesn't have to pay for your hardware, so unless it's genuinely a problem that loses them lots of customers, they don't care.

Well, optimization takes dev time. You can use dev time for other things too --- debugging, improving performance on systems with enough memory, adding features, improving security. Or not use the dev time and cost less. So it's a tradeoff.
