Cop stalking absolutely existed before Flock. They've been caught misusing other databases, like DMV license and registration databases, e.g. https://www.police1.com/officer-misconduct-internal-affairs/mass-pd-files-criminal-complaint-against-own-officer-for-alleged-misuse-of-le-database
