John Ourand: Industry expects Tony Romo won't return to CBS

Sounds to me like CBS wanted to move on anyway and is just using this as a convenient excuse. Not that I'm defending Romo, but let's be honest many TV personalities do much worse things and are welcomed back with open arms.
