I think it's short for percentage points in this case. 22% minus 8 percentage points is 14%, which I assume was the fill level of some other dam which was decommissioned.
Pretty confusing phrasing, took me a minute to work out.

Surely the manly thing would be to forage nuts, berries and mushrooms in the wilderness. Or if you want to be a little more modern, work the land and make traditional sourdough breads, jams, chutneys and wines.
At this rate I should be drowning in rhubarb wine in a few years.
Huh. The lake I'm near in California has 1.4 million acre feet of water currently. Not on the map, either, even though some of those lakes have less than half that.

This is because 8% of 22% is 1.76%, but when using percentage points you just subtract the number.
