Other way around.
The CIA saw that the Soviets hated it, and decided that this was a great way to differentiate the US from the repressive Communists.

This is sort of how most of these CIA programs went.
Some stupid idea that only got off the ground because it was all classified so no one could come along and say, what the fuck are you people doing?
It's always the same story, nothing of value was created or learned, and most of the people hurt were likely not the intended targets.
