I've heard that people were violating god's will by covering the solar panels at night so that the cameras would continue to operate for a while before running out of power. It's less obvious that they've been tampered with but allows the satanists a longer period of time before there's any indication of an issue. If nobody shows up in a few days to fix it then that shows there's less risk involved with more permanent alterations. In some towns they put these things within a mile of a respected law enforcement agency. For those god-defying people it might be important to measure the response time when there's an issue with their crime fighting tool. I don't know about that though. I go to church everyday. It's such a shame that people are going through such lengths to avoid the prying eye of god in order to commit the crime of shopping at Target.
Definitely don't use something like Great Stuff Big Gap Filler. That stuff expands pretty impressively, gets into all kinds of cracks and crevices, and is a pain in the ass to clean up once dry. The big gap filler expands so much that it's almost hard to miss getting it all over the camera lens. Even a few drops could completely obscure the view.
Also, totally irrelevant side note, if you're ever using something like this, wear gloves, and maybe have some acetone with you for cleaning any drops off your clothes while it's still wet. A small bottle of nail polish remover should do the trick.
It's great to see pushback against flock cameras. However, it is worth noting that this will not stop the camera from doing surveillance. Video is only one of the things it records. It also records audio and radio signals from your bluetooth and mobile devices, meaning it can still conduct surveillance on people, and track them, without using the camera.
If you don't want to destroy the camera, you can help the government protect it by covering it completely with foil and then foam. After all, we wouldn't want any more damage to these cameras the govt has installed for our own safety.

I thought the cameras only read license plates? How would they be able to ID a person? Unless they aren't just license plate readers and they scan people walling in view as well and flock is full of shit. Also aren't the police the ones that solve crimes? why do they need the publics help? Why are they crowd sourcing their job?
You can destroy a camera sensor with a powerful laser. Protesters in Hong Kong were doing this in 2019-2020. However, there's a lot of room for error - you have to get the angle just right, and you have no way of knowing if you've done it.
I watched a video where this was actually attempted and it was shown that it was almost impossible to keep the hand steady enough to actually do permanent damage to the camera. I can't vouch for how true it actually is but it does track logically.
