Even if you do they are going to spend your money on upgrading the estate or spend your money on wasted energy. But either way it’s your money but not your choice.

It's more complicated than that, as the private and feudal estates are profitable, but they'd probably just replace any reduced profits with taxes , so basically yes in practice.
