ETA: When it's constantly shoved in your face in so many ways - both subtle, and not - it's absolutely a dog whistle. Religion has been used to manipulate people into acting against their own self-interests forever, and the fact so few even think about what someone saying this means just proves how "normal" it is to shove virtue signaling down your throat.
