$10 million for the healthcare of 1,500 kids? And just one facet of healthcare (cancer, broken bones, etc. would all be "extra")? Per year?
There are nine million (approx) children in California.

That's under ~$7k/yr per kid for their gender affirming care and related appointments. That sounds reasonable given the cost of healthcare I've encountered in the US. What point are you making?
