While it's possible for games to have performance regressions in Linux vs Windows that doesn't seem to be case at all with Stray in general. According to https://www.protondb.com/app/1332010 even the Steam Deck can run it with high graphic.
What's your Distro, GPU and CPU? It's possible the exact combo you have isn't playing well with how the game was implemented.
Yes it could be anything. I have an old 6th generation i7 system. That's more than powerful enough for most things even some reasonable gaming. However currently under arch for instance. Power management is totally possible. But not done automatically. Every time I reboot it sets itself to power save by default. And I just haven't really been bothered enough to go read up on how to permanently change the default. So what ends up happening is I'll do a reboot every so often and then all the sudden things are running dramatically slower than they should be. Then I slap myself on the forehead go tweak the power profile and it's all good again. And it legitimately could be something as simple as that. On a newer ryzen system, the exact same distribution of just the power profiles automatically perfectly. Needless to say if there's anything remotely CPU bound that will definitely have an impact.
If you're using Nvidia, make sure the right driver is installed. On many distributions you need to install this through a "Driver Manager" or something like that.
If you're on an LTS version rather than a rolling release, it may help to install a newer kernel.
Could be a bug in Proton. Try telling Steam to use a different version.
That's most certainly a bug, I had no issues playing the game with high settings. Definitely check the Protondb link the other commenter provided. Perhaps Nvidia screwed something up again, or just a regression in Proton (happens sometimes, using a different versiom fixes the issue).
