Maybe they're Canadian. The restrictions don't seem to have mention of where it's operating, only who.

The point is that a company operating out of USA can still own a dot ca under certain circumstances, for example owning a trademark in Canada.
Amazon is much not Canadian, but has a dot ca site. Same with many large American brands.

If you are looking for somebody Canadian to do this, I've used PosterJack.
I've used them for metal and acrylic prints and those came out fabulous!
