Updates allow for improvements over time. I think that post release updates for games have been way more of a pro than a con in the grand scheme.

A shave like this often occurs due to really, really bad matting that cannot be saved. Given its size, it's possible that this cat cannot adequately groom itself, and its fur got into an unsaveable state.
Another possibility is surgery, but that is significantly less likely as they'd typically only shave the areas necessary.

Depends on your firmware and such. It often takes time, but they'll all be jailbroken eventually.
