The slide was probably when the IRS made providing insurance a tax shelter for employers. Truman was suggesting a single payer system for the country in 1945, but we went the other way. One thing added to another.

Employer provided healthcare became a thing due to WWII rules preventing pat raises. It then became a great deal for employers, since it was a way to reduce taxes as an expense rather than paying payroll taxes.
