I'm not an expert but from everything I've seen online. Nope, not really. Seems like the only real thing increases the flaccid size but erect it's still the same length.
It sticks out farther. But hangs limp. If you feel kinda between your balls, your erection goes deeper inside you than you think. That's how your erection sticks straight out when standing. What they do is cut the ligaments back there that hold it back, allowing more erection distance out. This makes more show when erect, but it hangs down.
Basically it just moves where the connection is. Theoretically there should be no change, but I have to imagine that there's issues from angle of thrust. I imagine you'd have to be more careful... I don't wanna think of the pain from doing something wrong. I had a friend back in the day that broke his dick without this, and it makes any idea of trying to change that a total non-option.

Afaik they cut two ligaments which makes the penis hang lower. So the not erect dick looks bigger. It has no influence on the actual size.
