Worse. Remember that 3/5 was the compromise instead of just not counting certain people at all. This would be going back to not counting certain people at all.

Not only not counting some but looking to hide a bunch of demographic info presumably so they can pretend certain groups don't really exist.

Well it's the same sweeping change he tried to do his last term.
It will also let them find or lose numbers on regions they don't like. I suspect if this goes through they will purposefully set it up in a way to undercount citizens in their non strongholds.
