Perez hit him. Perez was dangling a wheel in for no reason. It was similar to ricciardo's incident with tsunoda last year in Mexico for which ric got a 5 sec penalty

No, Perez is completely at fault for that incident. He wasn't anywhere near enough to try a move there.
