Those people are ghouls that dont care until they themselves feel some direct consequences - he wouldnt bat an eye about average people dying unless if affects his bottom line
It's one thing to do math. Another thing entirely to actually see what happens when it goes off, combined with the realization that people who have no respect for human life will be the ones deciding to use it.
