If it ever fell. They're the sneakiest of the main species, I wouldn't put it past them to have a foundation caste. Ie. One empire on this side of the galaxy one on the other side with a underlying society to sorta regulate interactions.
That entire side of the street is his houses, they all look completely different and were built at different times but they're all very nice houses and people love them.
I wish I had cool (uncool?) neighbors like that. Mine just never trim their encroaching hedges, and generally seem friendly but slightly ominous - like cardassians or romulans, come to think of it.
