This is a tactile map, it's designed to help people with vision issues navigate the bathroom. Public tactile maps are super awesome!

I assume the sign you see under the map is a braille sign

I believe that braille literacy is not as common as seeing people think it is. However I am unable to find any statistics to check.

Ahh! I though it was just a boast, like "our bathroom is so spacious you can get lost in it". /s
