It says that if I press later, it's going to apply it at next reboot anyway.

This is coming from your network/carrier if I recall and is settings for things on your phone rather than software.

Yeah it's not showing up in my settings under "software updates". Probably because it's not a software update but a "configuration update", but what does that mean??
