Who's the engineer that signed off on this shelf setup/design? For lack of a single brace on one end of the row

There are two rows of braces across all of the shelves. You can see them in the picture. They didn't work.

And this is why every dresser and bookshelf says to secure it to the wall or something but like this library none of us actually do it.

You do understand library shelves are free standing, right? If it was braced to the wall, you wouldn't be able to get to half the books on the shelf.

I think I might need a detailed diagram... or something
