"Cannot be done by prosecution alone", likely won't be done without prosecution, stay quo status.

Several Austin officers were facing charges of aggravated assault by a public servant for “intentionally, knowingly, and recklessly” causing serious bodily harm to people during the protest....

It's shameful that it's so outside of the norm for them to be prosecuted for this, but I'm glad to see it happen. Police rioting is not the same as there being riots. There were multiple instances, proven instances, where the police were the ones to instigate so-called riots during the George Floyd protests. They should all be in prison.
