Don't get it, and maybe I should keep my mouth shut given the subject matter, but this Ryan Grim guy is an American according to Wikipedia and it says Israel will pay for college for these guys.
The United States is funding Israel so the joke is about how American tax dollars will pay for these scholarships, meanwhile uni here is prohibitively expensive
