That looks like most depictions of the pearly gates. There's no fire and brimstone to imply hell.

If it wasn't Ben I would look for more subtext but the man didn't actually label it heaven which is a bigger giveaway than anything else.

Garrison labels EVERYTHING. The fact that nothing is labeled here just means that either nothing is what it seems or this isn't actually Ben.
