Hi, I'm the actual commissioner of the piece shown here (to avoid confusion). I had originally planned on crossposting this myself at some point, but I have been busy with life and posting other artwork to c/Neptunia. Sadly it appears someone else beat me to doing so.
I usually post most, if not all, of the art I post here over at r/Gamindustri on Reddit as well. Someone over there managed to figure out the tune. Apparently it's this Iyowa song.
Admittedly, I still have yet to do a proper playthrough despite having owned both the JP & US Switch releases; photo mode is pretty decent though. I'm waiting for the Steam release (even though a PC port is available on the Windows Store).

Seeing as how Jagaa's supposed to be the personification of the Atari Jaguar, I'd say it would probably be that console's boot sequence.
