I hate when software supports up to an arbitrary version number and if you just fake the version string in your client or framework it just works fine. Why set up arbitrary hurdles?
Largest funding for a government law enforcement organization and still can't afford a translator? Having a minor family member translate is never acceptable. That's why hospitals and other services hire translators. An org that by definition handles immigrants must expect such a requirement.

In Switzerland I pay 40CHF (~49USD) yearly to get a free helicopter evacuation in case of an accident. Never needed it, but I know people that have. Absolutely worth it. While it's "just hiking" in most cases, being out in nature in the middle of nowhere can get dangerous fast.
