"The school" is still the customer. They are staffing the cafeteria and paying it with their money. If they don't achieve expectations they are fired or their contract isn't renewed and "the school" pays someone else to do the job.
You may not have it. On Server shutdown players are promoted to save the file locally.
If autosaves were off, and you never manually choose to save the map anywhere on your end. Then it probably only exists on your friends pc.

One thing i find a lot of people overlook is caravaning. You can run out to a neighbouring settlement to buy wood, and stock up for a heatwave.
Also in desperation you can also leave the tile temporarily until the temperature settles down.

Well said. My biggest issue is tickets funding road maintance, rather than traffic calming and transit. But flat-rate is also a big issue.
