The upload limit only applies to images uploaded in comments, and images in text posts, if you upload an image via the image post option, it will not effect the quota. That being said, I will be raising the quota, I didn't realize it was set as low as it is, sorry about that!
I'm not sure about the cross posting I don't know what would be causing that issue. Also sorry I didn't realize the vote quota was on, I'll look into disabling that
You haven't been banned, this quota something hard coded into piefed unfortunately, I'll have to go into the code and change it, in the mean time, you can upload photos to catbox.moe as an alternative and link them in the post
