This is a really common Chinese espionage strategy. Every military base, department of energy site, and defense contractor is surrounded by properties owned by Chinese government shell companies for the purposes of surveillance

No one really believed the people shut away were actually crazy, but they sure were scared of being disappeared to an "asylum", "psychiatric facility", or "reeducation camp".

Which many tankies eat up eagerly since the modern Russian state descends from the Soviet one, and Russia was (up until 2 months ago) the largest enemy of western capitalist/liberal democracies.
Arguably the air force was also just too scared of flying wings to give them the development they needed rather than the tech being unsolvable at the time. It's a shame that none of the prototypes were preserved
