Don't tie HRT to being trans. If you enjoy HRT, take HRT, you can figure out your gender later. Is there anything about HRT you're hesitant about? Because it sounds like you're unsure about being trans, not about HRT.
It also sounds like you're more afraid about some abstract idea of being "wrong" rather than concern about how you would feel. If you think you'd be happier taking HRT, that's a pretty good reason to do it.
Let's not forget how this also degrades gender-nonconforming cis women. Saying "oh, that thing you're doing is a male thing from male socialization" works to tell trans women they're not "real" women, but equally signals to some cis women they're not "real" women either! This really just boils down to policing women, just the same old patriarchal standards.
If the alternative is nothing then I guess yeah. I'd rather they get the subway as shelter until a proper solution is in place than them being condemned to die.
What if you're wrong? No really, what would happen? Not much, probably. The stakes for being wrong are pretty low if you're anything like me. You can always go back to before if you want. You can deal with that if and when it happens, it's not a huge deal, so don't let that stop you. Also yes, that worry is very common.
In some ways I was wrong about my transition. I've changed in ways I couldn't have predicted before (e.g. being less binary trans than I initially was going for), but I couldn't have known that without the journey and I don't regret it. What got me started was reframing it from "am I right?" to "what can I do to make myself happier?", which made transition suddenly an obvious move.
The plan is making money and gaining power, everything else is just a side effect. Despite how concentrated wealth is, it's still too decentralized to have unified plans. The closest you'll see is the rich and powerful mostly independently coming up with the same ideas, usually just whatever leads to more wealth and power.
At the end of the day they're, like us, also driven by the systems we find ourselves in, just in a better position than us.

My guess: because DHH is rich and slightly famous, so he can get attention. I think that the hype is completely disproportionate.
