Why do some people's eyes create that 'falling in' effect, as if they expand to fill your awareness, and other's do not?

Do you mean when the pupils expand?

I believe the pupil expands to allow more light in typically, though other things can cause it like drugs, medical conditions, and attraction.

Though I'm no expert, if I'm wrong I'm sure someone will be along shortly to correct me, so we'll both find out!

Not so much pupil dilation, but when the color and texture of someones eyes suddenly grabs all of you attention.

Pain causes pupils to dilate, so slip a thumb tack in your shoe, establish eye contact and lean on it. Boom, heightened pulse, dilated pupils. Also works to cheat the lie detector.
