I've heard list-making can be bad because you get a sense of accomplishment just for putting the list together, and not actually doing anything on the list.
I've had my morning panic attack about all the things I need to do which means I can relax until my afternoon panic attack about all the things I didn't do.

If you really do want to do something, but can’t get your limbs to move, try making a list. Crossing things off that helps providing motivation.

Sounds like a win to me. If making the list gives you motivation, this might help overcome the initial inertia.
