I'd take a phaser over a lightsaber. A phaser has a bunch of settings, I'm sure one of those is lightsaber.

I’m gonna go with the romulans on this one. A weapon shouldn’t be too complicated.
Cardassians and Kira, too.
The fed phasers have too many settings leading to failure when you really need it.
