Why are 50% of the words in this article, covering 20 years of work, about making svgs of icons?

Terrible.

Seems like they're still playing catch-up. Photoshop is the only Adobe software I haven't cut out of my life. But it seems I will still be stuck with it for some time.

Krita is quite far ahead of GIMP at this point. I'm not a pro Photoshop user but if you are and you're looking at alternatives, that's the place to look.

The Glimpse Editor project shut down because there weren’t enough contributors, and the founder didn’t have enough time to do everything.

…and yeah it wasn’t just a rename, their github readme suggests they were making UX, accessibility, settings, and plugin changes to make it “enterprise ready” (not sure on the specific details of that though).

It's a shared embarrassment, by association, to many of us.
