Why are hot fixes a blue text and not on patch notes or mentioned anywhere in game until I see a random post somewhere…?

I bet they fixed the glitch for chars transfer from/to eternal and back...
Met a player yesterday with nearly godrolls at level 70... The legion event felt kinda fishy
