oh, it's not just the government. The idea of transsexuality is still mindboggling to the majority of people, and that applies 100x to every post-USSR country. And while on a rare occasion you might meet some of younger generations, who support it or at least not opposed to it, older ones stay heteronormative to a tee.
On the bright side, you won't be conscripted if you're gay, or at least i heard it was that way.
