Looks like AutoCAD. You can program coordinates to define the drawing in a lot of ways. I only ever used it for 2D drawings but did employ its coordinate system to speed up the process. I'm guessing a real power user could program some interesting models with it.
You can still get usable assets from cad software - I used to be big into mods, and I'd usually start any object models by throwing it together in Inventor then porting it to blender for the texture/UV/rigging/etc part. It's not super efficient, thats for sure, but if you think better in breps than polygons (like me) it was a good workaround for having to learn new skills...

This is CAD software, and not something like blender right? So they are gonna physically make that chair, and not use it for an 18+ video game?
