Isn’t ICE a civil agency? Meaning they have no authority to handle crimes, violence, or anything like that, just to escort aliens out of the country if found, and call on local police if the people resist?

yes they are, but they can arrest you for "impeding" them; so they're effectively a non-civil agency in practice and only civil on paper.
the distinction seems silly, but it's the point that allows them to skirt the law and lets them do what our ruling class wants them to do.
