I don't identify with my nation state, I identify more with my constituent country, but my flag isn't available (me until the ๐ด๓ ง๓ ข๓ ณ๓ ฃ๓ ด๓ ฟ emoji was officially introduced).
I think the "what" one kind of means "I want peace for everyone"... Not everyone in Israel is evil and not everyone in Russia is evil. The actions of one country's government aren't representative of the beliefs of everyone in said country. Maybe the people using those emoji believe in a world where nations can coexist without bombing and attacking and villainizing each other. Maybe they're optimists.
