Why don't video developers or companies higher play testers? Or just regular people who enjoy video games? Instead of wasting all that money time and effort for nothing?

But seriously, play testers used to be a thing, they even got credit.

Ubisoft even has a page to sign up to be a playtester:

I mean plenty of bigger companies do, just look at the credits on a lot of AAA titles. But it's not realistic for a small indie developer to pay a team of people for that. Even if they have playtesters, it's not like that's going to result in a completely bug-free experience. Video games are very complicated with a ton of different parts. A team of 20 people cannot possibly find all the bugs and get the rest of the team to patch them. When thousands or millions of people are playing the game, there's a much greater chance of finding a rare bug that the dev team never encountered even once.
