In seriousness it's probably being released as a way to speak to USPS union leaders, logistics industry wonks, and others for whom it would be a benefit to get general information out in a way that isn't a deeply boring email.
If you were following USPS news during the 2020 election, you know that the last postmaster was a nightmare bastard who was instrumental in weakening US democracy.
Maybe if life generally was mundane enough to match the idea of the premise. Like if USPS funding wasn't an issue, the sort of timeline where junk mail was mostly solved and letter-writing was more commonplace.
NPR already exists for this niche but suffers the same sort of issue, and often is depressing when they're talking about current events.

It strongly depends on the topics they talk about. I think history and issues of logistics could be interesting.
