Looking at the topics that rank above it, is it really a surprise? If you are worried about making next months rent and putting food on the table, you probably wont care that much about climate change.
Scaremongering propaganda is powerful and ubiquitous. Just ask yourself who profits from a scared populous putting up with ever increasing policing powers.
The very same people who profit from the former, do also profit from the latter. Even more so, they will be able to profit from increasing poverty much longer, if enough policing powers ensure the impoverished part of the population can be subdued.
It is also sickening that we have means to help but the resources are dug into trenches on the eastern border. Again. All because of the unfortunate historical fact that russkies be russkies even if fried in butter (old proverb).
The dangerous part is that this is priority by popularity. It's misleading like McDonalds is the most popular food but most know that it is not the best.
What is missing is the identification of the real problems and their communication so that everybody can help to solve them.
Well, for example, the top priority is cost of living, while climate change is quite far down. But climate change is already increasing the cost of living and will do so further, but people don't seem to make the link.
That's what society has to figure out. We have chosen that science doesn't work for pandemics. So I have no idea how there can be a meaningful answer. I would still use science, but that's useless without a majority.
The best way to which food people consider the best is to ask them. The best way to consider which subjects are considered most important is to ask them. What else do you suggest? It is not like poor people think "climate change is the most important but I can only afford to talk about migration"
Asking is not enough. If McDonalds is the tenth favorite food of everybody but people have totally different food choices for the other positions, McDonalds will become the most favorite despite people barely mentioning it.
Well, good thing Portugal passed new immigration laws recently since that's... third least important to them. Any other places that are really misaligned with these priorities?
Encourage entrepreneurship (fiscally and loosen regulatory pressure)
Harmonise and integrate European financial markets
Encourage (fiscally) public and institutions to invest into European companies, small and large
These three together should get our future back on track, and make us prosperous again.
Other less urgent focus areas:
lower energy costs and improve the net, share the burden and energy between countries
Improve train transportation between countries (nice to have)
Increase barriers to entry for non productive, non skilled migrants.
Increase fines and deductions from European fund distributions to European countries that completely disobey and try to demolish the union from the inside (Hungary)

Set a vision for the EU, where do we want to win.
These three together should get our future back on track, and make us prosperous again. Other less urgent focus areas:
