Why don't they just implement a "a car may not pollute more than xyz" rule and let manufacturers figure it out? It's possible to develop much cleaner combustion engines.

That's called EuroX regulations, currently at Euro6. While they are burning cleaner, they still produce a lot of CO and CO2.

Time for Euro7 and make it much stricter than Euro6 then. Follow up with Euro8 that would allow just 5 grams of CO2 per km.
