You don't understand, diplomacy takes time and small steps. You can't take such a drastic measure in public or they will stop listening altogether. They are doing everything they can behind closed doors to drag this out as long as possible and wait it out until it is out of the news cycle and everything goes back to normal. Meaning harassing Palestinians every day and crying foul when they fight back
